The purposes of this Contract are as follows: • To provide Technical Assistance to Union of Kastamonu Local Administrations (KASMİB Union), which includes Kastamonu Special Provincial Administration and the municipalities of Abana, Ağlı, Araç, Azdavay, Bozkurt, Cide, Çatalzeytin, Daday, Devrekani, Doğanyurt, Hanönü, İhsangazi, İnebolu, Kastamonu Central, Küre, , Pınarbaşı, Seydiler, Şenpazar, Taşköprü and Tosya through administrative, financial and technical capacity building, and assisting KASMİB Union in implementation and operation of KASMİB Solid Waste Management Project in accordance with Turkish Legislation and the EU Acquis • To carry out the Supervision for Construction of the Works Contract for the KASMİB Integrated Solid Waste Management Project • Unusually, a Regional Landfill and Transfer Stations are already operational using public finance, while a Medical Waste sterilisation plant has already been constructed and started operation which was contracted as “Built Operate Transfer”. Also a dry “MRF” for recyclables and a Composting plant will be constructed using private finance. Hence, the scope of Works Contract is limited with construction of a leachate treatment plant and closure or transportation of existing dumpsites.
